Announcement on the Implementation of Traffic Control
Measures during the Celebration of the 60th Anniversary
of the Founding of People’s Republic of China

We hereby announce that,
The Celebration of the 60th Anniversary of the Founding of People’s Republic of China in Beijing (hereinafter referred to as “the Celebration”) is scheduled to be held in the Tian’anmen Square area and along the Chang’an Avenue at 10:00 on October 1 with activities including grand troops review and mass parade, ensued by a festival performance at night. In order to ensure the safe and smooth progress of the Celebration, and in accordance with the Road Traffic Safety Law of the People’s Republic of China, it is decided to implement traffic control measures in the said area and on relevant roads at different times and in varied road sections.

I. From 22:00 on September 28 to the end of the evening performance on October 1, vehicles and pedestrians are not allowed to enter the area (including the Working People’s Cultural Palace, Zhongshan Park, and Proper Gate) north of the temporary ceremony viewing stand, south of the Donghua Gate, Xihua Gate and Meridian Gate of the Palace Museum, east of Nanchang Street (excluding Nanchang Street), and west of Nanchizi Street (excluding Nanchizi Street), except for those with the pass exclusively used for the Celebration and evening show.

Visitors to the Palace Museum on September 29 shall enter and exit through the Museum’s north gate.

II. The Palace Museum is closed to the public from 22:00 on September 29 to the end of the evening performance on October 1. Vehicles and pedestrians are not allowed to enter the Palace Museum during the time, except for those with the pass exclusively used for the Celebration and evening gathering.

III. The Zhongshan Park, Working People’s Cultural Palace and Tian’anmen Rostrum are temporarily closed from September 29 through October 1. The National Museum, Chairman Mao Zedong Memorial Hall and Zhengyangmen Rostrum are closed to the public from September 30 to October 1, while business outlets around the perimeter of the Tian’anmen Square will also suspend operation.

IV. From 16:00 on September 30 to the end of the evening gathering on October 1, vehicles and pedestrians are not allowed to pass through the roads on the east and west sides of the Tian’anmen Square as well as the one on the south side of the Great Hall of the People, except for those with the pass exclusively used for the Celebration and National Day Banquet.

Vehicles and personnel with the said pass must comply with the requirements set forth in the pass and travel in the prescribed time.

During the National Day Banquet, the road on the east side of the Tian’anmen Square will be switched to two-way traffic where vehicles and personnel with the pass for the Banquet, Celebration and evening performance may pass through. The one on the west side will be open only to the vehicles and personnel with the pass exclusively used for the Banquet.

V. From 20:00 on September 30 to the end of the Celebration, the following roads (including the side roads and parking lots) and parking grounds are only open to vehicles with the pass exclusively used for the Celebration.

(I) Donghuamen Street, Dong’anmen Street, Jinyu Hutong, Jinbao Street, and Beijing Railway Station East Street and West Street (north half);

(II) Nanchizi Street, Nanheyan Street, Wangfujing Street (west intersection of Jinyu Hutong to south intersection of Wangfujing Street), Daruanfu Hutong, Xiagongfu Street, Dashamao Hutong, Dongdan North Street, Beijige Toutiao, Zhengxie Road, Chaoyangmen South Lane (intersection of Jinbao Street to the north intersection of Beijing Railway Station Street), Zhengyi Road, Taijichang Street, Dahua Road, Chongwenmennei Street, road on the west side of Beijing News Plaza, Youtong Road, Beijing Railway Station Street, Shibei Hutong, and Bingbuwa Hutong;

(III) Beiheyan Street, Wangfujing West Street, Jingshan East Street, Jingshan Back Street, Dong Jiao Min Xiang, Dongdan Stadium South Road, Beihai Park South Gate Parking Ground, Zhinv Bridge Hutong, Dongheyan Hutong, west section of Xi’anmen Street, Xishiku Street, Dahongluochang Street, Lingjing Hutong, Picai Hutong, Xidan Heng’ertiao, Taipusi Street, Luojia Hutong, Huayuan Street, Damucang Hutong, Huayuan North Street, Xidan Plane Interchange Road, Financial Street, Guangningbo Street, Chengfang Street, Jinchengfang Street, Jinchengfang West Street, Xueyuan Hutong, West Xingsheng Hutong, Wudinghou Street, Wangfucang Hutong, Fuchengmen Nanshuncheng Street, Naoshikou South Street, West Tiejiang Hutong, Xi Jiao Min Xiang, road on the west side of the Great Hall of the People, underground parking lot of the National Center for the Performing Arts, West Rongxian Hutong, Chongwenmenwai Avenue, Qianmen East Avenue, Chongwenmen West Avenue, Qianmen East Road, Xianyukou Street, extended south section of Zhengyi Road, Qinian Street, East Damochang Street, Qianmen Avenue, Meishi Street, Qianmen West Avenue, parking lot of Qianmen KFC, Xinhua South Street, Xinhua North Street, Xiangluying Toutiao, Xuanwumennei Avenue, Xuanwumenwai Avenue, Xuanwumen East Avenue, and Xuanwumen West Avenue.

Vehicles parked on the abovementioned roads and parking lots must be removed in advance.

VI. From 23:00 on September 30 to the end of the evening gathering on October 1, large-sized trucks (including those with cargo transport pass) are not allowed to travel on roads within the 5th Ring Road (excluding the main road of the 5th Ring Road).

VII. From 23:00 on September 30 to the end of Celebration, the following traffic control measures shall be adopted:

(I) Other vehicles and pedestrians (excluding the vehicles and personnel with the pass for the exclusive use of Celebration) shall be forbidden to pass on the following roads, and buses shall be stopped to run:

1. Two-way main and side roads and areas within the depth of 50 meters of the relevant crossings along both sides of the said roads from Jianguomen Bridge (excluding the under-bridge traffic) to the south intersection of Fuyou Street (excluded the south intersection of Fuyou Street) of Chang’an Avenue;

2. Donghuamen Street, Dong’anmen Street, Jinyu Hutong, Jinbao Street, Beijing Railway Station East Street and West Street (north half), Chongwenmen West Street, Qianmen East Street, West Street, Xuanwumen East and West Street (excluding the side path at the southern side);

3. Nanchizi Street, Nanheyan Street, Wangfujing Street (from west intersection of Jinyu Hutong to south intersection of Wangfujing Street), Xiagongfu Street, Daruanfu Hutong, Dashamao Hutong, Dongdan North Street, Beijige Toutiao, Zhengxie Road, Chaoyangmen South Lane (from intersection of Jinbao Street to the north intersection of Beijing Railway Station Street), Zhengyi Road, Taijichang Street, Dahua Road, Chongwenmennei Street, road on the west side of Beijing News Plaza, Youtong Road, Beijing Railway Station Street, Shibei Hutong and Bingbuwa Hutong;

4. West-side road of the Great Hall of the People, South and North Long Street, Beichizi Street and Xihuamen Street.

(II) Various vehicles and pedestrians shall be forbidden to travel from north to south from Jianguomen Bridge (excluding the under-bridge traffic) to south intersection of Fuyou Street (excluding the south intersection of Fuyou Street) along the Chang’an Avenue within the control periods of time.

The units, vehicles of the residents and personnel within the said control regions shall pass by means of vehicle owners or residents’ effective identity certificate in accordance with the routes and periods of time designated by the civil police.

The personnel and social vehicles leaving for Beijing Railway Station within the traffic control time shall circularly pass the road in the one-way manner by Dongbianmen Bridge of East 2nd Ring Road and Huashi Street via Chongwenmen East Street, Beijing Railway Station West and East Streets and East 2nd Ring Road.

VIII. From 23:00 on September 30 to the end of Celebration on October 1, the Subway Line 1 shall be stopped to operate; and throw-stop passing shall be implemented in stations such as Jianguomen, Chongwenmen and Qianmen of Subway Line 2, Dongdan and Chongwenmen Stations of Line 5 and Guomao Station of Line 10.

From 4:00 on October 1 to the end of Celebration, throw-stop passing shall be implemented in Hepingmen Station of Subway Line 2 and Xidan Station of Line 4.

IX. From 2:00 on October 1 to the end of passing of the Celebration motorcade, other vehicles and pedestrians (excluding the vehicles and personnel with the pass for the exclusive use of Celebration) shall be forbidden to pass along the following roads:

(I) Two-way main road and northern side roads from Sihui Bridge (excluding the under-bridge traffic) to Guomao Bridge (excluding the above-bridge traffic);

(II) Two-way main and side roads from Guomao Bridge (excluded) via Jianguomenwai Street to Jianguomen Bridge (excluding the under-bridge traffic).

The vehicles may detour round Tonghuihe North Road, Chaoyang Road and Guanghua Road, respectively.

X. From 2:00 to 4:00 on October 1, other vehicles and pedestrians (excluding the vehicles and personnel with the pass for the exclusive use of Celebration) shall be forbidden to pass along the two-way main and side roads from the sub-district intersection of gas station east of Baiziwan Road and West Da Wang Road via Hongmiao Crossing. The vehicles may detour round the East 4th Ring Road, East 3rd Ring Road, Chaoyang Road and Guangqu Road, respectively.

XI. From 2:30 to 8:00, other vehicles (excluding the vehicles and buses with the pass for the exclusive use of Celebration) shall be forbidden to park and pass on Yongdingmen West Street in Xuanwu District, Yuyuantan South Road of Haidian District (road sections of Wukesong Gymnasium) and Songzhuang Road in Fengtai District, and the throw-stop passing of buses shall be implemented.

XII. From 3:00 to 8:00, other vehicles (excluding the vehicles and buses with the pass for the exclusive use of Celebration) shall be forbidden to park and pass on the two-way side roads from Gaobeidian Bridge to Da Wang Bridge of Jingtong Fast-Road, and the throw-stop passing of buses shall be implemented

XIII. From 3:30 to the end of passing of the Celebration motorcade, various vehicles and pedestrians shall be forbidden to pass along the two-way main and side roads from Chaoyangmen Bridge (excluded) of East 2nd Ring Road to Dongbianmen Bridge (excluded). The vehicles may detour via Dongsishitiao Bridge and Guangqumen Bridge from east or west.

XIV. From 4:00 to 8:20, other vehicles (excluding the vehicles with the pass for the exclusive use of Celebration) shall be forbidden to pass Workers' Stadium East Road and Dongdaqiao Road. The vehicles may detour round Ritan Road and East 3rd Ring Road, respectively.

XV. From 4:00 to the end of Celebration, other motor vehicles (excluding the vehicles with the pass for the exclusive use of Celebration) shall be forbidden to pass the following roads, and the buses shall be stopped to operate:

Beiheyan Street, Wangfujing West Avenue, Jingshan East Street, Jingshan Back Street, Dong Jiao Min Xiang, Dongdan Stadium South Road, Zhinv Bridge Hutong, Dongheyan Hutong, Xi Jiao Min Xiang, Xirongxian Alley, west section of Xi’anmen Street, Xishiku Street, Dahongluochang Street, Lingjing Hutong, Picai Hutong, Xidan Heng'ertiao, Taipusi Street, Luojia Hutong, Huayuan Street, Damucang Hutong, Huayuan North Street, Xidan Plane Interchange Road, Financial Street, Guangningbo Street, Chengfang Street, Jinchengfang Street, Xueyuan Hutong, West Xingsheng Hutong, Wudinghou Street, Wangfucang Hutong, Fuchengmen Nanshuncheng Street, Naoshikou South Street, West Tiejiang Hutong, Chongwenmenwai Street, Qianmen East Avenue, Xianyukou Street, Zhengyilu Nanting Road, Qinian Street, Dongdamochang Street, Qianmen Street, Meishi Street, Xinhua South Street, Xinhua North Street, Xiang-lu-ying-toutiao, Xuanwumennei Avenue and Xuanwumenwai Avenue.

XVI. Except for the vehicles and buses with the pass exclusively used for the Celebration, other motor vehicles are prohibited to pass through the north section of Wangfujing Street, Dongsi West Street, Chaoyangmennei Street, Chaoyangmen South Lane, Jingshan Front Street, Wusi Street, Wenjin Street, Xidan North Street from 4:30 to 9:00.

XVII. Except for those with the pass exclusively used for the Celebration, other motor vehicles are prohibited for passage and buses shall stop operation from the south intersection of Fuyou Street (excluding the south intersection of Fuyou Street) to Fuxingmen Bridge (excluding the under-bridge traffic) (two-way) via West Chang’an Avenue from 6:00 to the end of the Celebration.

XVIII. Except for those with the pass exclusively used for the Celebration, other vehicles and pedestrians are prohibited for passage or north-south traffic, buses shall stop operation and subways shall travel non-stop from the south intersection of Fuyou Street (excluding the south intersection of Fuyou Street) to Fuxingmen Bridge (two-way) via West Chang’an Avenue from 9:30 to the end of the Celebration.

XIX. From 10:00 through the end of the Celebration, all vehicles are prohibited for passage or north-south traffic along the two-way main and side roads from Fuxingmen Bridge (excluding the under-bridge traffic) to Xinxing Bridge via Fuxingmengwai Street and Fuxing Road. Local closures shall come into force from west Fuxingmen Bridge to east Zhenwu Temple north intersection and from west Muxidi Bridge to east Xinxing Bridge (two-way). All pedestrians are prohibited to pass such road sections except for those with the pass exclusively used for the Celebration. Subway Line 1 shall travel non-stop at such stations as Nanlishilu, Muxidi and the Military Museum, and buses shall make detours.

Vehicles may make a detour southward or northward to Lianhuachi East Road, Guang’an Road, Zizhuyuan Road and Xizhimenwai Street along the West 3rd Ring Road.

XX. All vehicles are prohibited to pass the following road sections from 10:30 to the end of the Celebration: travel northward along the two-way main and side roads from Naoshikou Street intersection to Ping’an Avenue intersection via Taipingtiao Street and Zhaodengyu Road; travel northward along the main and side roads from Fuxingmen Bridge to Guanyuan Bridge through West 2nd Ring Road; travel northward along the two-way main and side roads from the south intersection of Sanlihe East Road to Chegongzhuang intersection via Sanlihe East Road.

XXI. Except for those with the pass exclusively used for the Celebration, other vehicles are prohibited to travel along the two-way main roads from Sanlihe East Road and Chegongzhuang intersection to Dongsishitiao Bridge via Chegongzhuang Street and Ping’an Avenue from 11:00 through the end of the Celebration. All vehicles may make a detour through West 2nd Ring Road and North 2nd Ring Road.

XXII. The following control measures shall be implemented from 11:30 to the passage of Celebration motorcade:

(I) Vehicles and pedestrians are prohibited to travel along the two-way main and side roads from Dongzhimen Bridge (excluding Dongzhimen Bridge) to Chaoyangmen Bridge (excluding Chaoyangmen Bridge). Vehicles may make a detour eastward or westward from Dongzhimen Bridge and Chaoyangmen Bridge to Dongzhimnei Street, Dongzhimenwai Street, Chaoyangmennei Street and Chaoyangmenwai Street.

(II) Except for those with the pass exclusively used for the Celebration, other vehicles are prohibited to travel along the two-way main roads from Dongsishitiao Bridge to the north intersection of Tianshuiyuan Street through Workers’ Stadium North Road, Agricultural Exhibition Center South Road and Chaoyang Park South Road.

XXIII. The following control measures shall be implemented from 12:30 to the end of the Celebration:

(I) All vehicles and pedestrians are prohibited to travel along the two-way main roads and northern side roads from the north intersection of Beijing Railway Station Street to Dawang Bridge via Jianguomennei Street, Jianguomenwai Street as well as Jianguo Road.

(II) All vehicles and pedestrians are prohibited to travel along the two-way main and side roads from Chaoyangmen Bridge (excluding Chaoyangmen Bridge) to Dongbianmen Bridge (excluding Dongbianmen Bridge) of East 2nd Ring Road. Vehicles may make a detour eastward or westward through Dongzhimen Bridge and Guangqumen Bridge.

(III) Except for those with the pass exclusively used for the Celebration, other vehicles are prohibited to travel from north to south along the main and side roads from the north intersection of Tianshuiyuan Street to the north intersection of West Dawang Road via Tianshuiyuan Street, Jintai Road, and along the two-way main and side roads from West Dawang Road, the intersection of Baiziwan Road and West Dawang Road to Baiziwan Bridge of East 4th Ring Road.

IIIV. Except for those with the pass exclusively used for the Celebration, other vehicles are prohibited to park along the said roads within the traffic control period. The residents and social units having parked their vehicles along the said roads shall pre-select the surrounding parking lots and remove them prior to the restricted hours.

IIV. The public security organs shall publicize the operation adjustment of buses and subways within the traffic control durations and areas.

IIVI. The evening performance will ensue after the Celebration comes to an end. Please pay attention to the relevant traffic control announcement and prearrange your travel.
