Announcement on the Implementation of Traffic Control Measures
on Some Roads during the 2009 National Day Holiday

We hereby announce that,
In order to ensure the traffic safety and smooth traffic flow in Beijing during the National Day holiday, in accordance with the Road Traffic Safety Law of the People’s Republic of China, it is decided to implement traffic control measures on some roads in Beijing from October 1 to October 8, 2009.

I. Tian’anmen Square Area
 (I) From October 2 through October 8, motor vehicles are forbidden to run and be parked in both directions along the Tongzihe River surrounding the Palace Museum (from Donghua Gate to Xihua Gate) from 7:00 to 24:00 everyday (except for those which have the passes used for the National Day holiday and passes used for private lines).

(II) From October 2 through October 8, motor vehicles are forbidden to run on roads on the east and west sides of the Tian’anmen Square (except for those which have passes used for special activities) from 7:00 to the lights-out time. Motor vehicles should take a detour through Zhengyi Road and the west-side road of the Great Hall of the People (including buses and trolley buses).

II.Jingshan Mountain Area
From October 2 to October 8, the following traffic control measures will be implemented on some roads from 7:00 to 17:00 everyday (except for trolley buses and buses).

(I) Motor vehicles are forbidden to run from north to south on Jingshan Mountain East Street.

(II) Motor vehicles are forbidden to run from west to east on Jingshan Mountain Back Street.

(III) Motor vehicles are forbidden to run from south to north on Jingshan Mountain West Street.

(IV) Motor vehicles are forbidden to turn left from north to east at Di’anmenwai Street South Intersection.

(V)Motor vehicles are forbidden to turn left from west to north at Jingshan Mountain West Street South Intersection.

III. Some Roads of Olympic Central Area

From October 1 to October 8, motor trucks (except for those which have passes used for special activities) are forbidden to pass the following roads from 7:00 to 22:00 everyday:

(I) Beichen East Road - from the main road of the Beichen East Bridge to Aolin East Road South Intersection;

(II) Aolin East Road - from Aolin East Road South Intersection to the main road of Aolin East Bridge;

(III) Beichen West Road - from Yibei main road of Minzuyuan Intersection (excluded) to Aolin West Road South Intersection;

(IV) Aolin West Road - from Aolin West Road South Intersection to the main road of Aolin West Bridge

IV. The Summer Palace and Fragrance Hill Area

From October 1 to October 8, the following traffic control measures shall be implemented from 8:00 to 17:00:

(I) One-way driving of motor vehicles shall be implemented along the following roads:

1. Motor vehicles shall be forbidden to run from Maimai Street East Intersection to Back Street East Intersection (the terminus of Jiewangfu Road) in the direction from south to north (excluding large passenger vehicles);

2. Motor vehicles shall be forbidden to run from Back Street East Intersection to Xiangshan (the Fragrance Hill) South Road of Jiewangfu Road in the direction from east to west.

(II) Motor trucks shall be forbidden to pass on the following roads:

1. From Anhe Bridge (excluded) to the intersection of Beijing 101 Middle School (excluded) of the Summer Palace Road.

2. From the intersection of Beijing 101 Middle School (excluded) to Zhongguancun Street (excluded) of Qinghua West Road;

3. From the intersection of Wofo Temple (excluded) to Anhe Bridge (excluded) of the Fragrance Hill Road;

4. From the intersection of Wofo Temple (excluded) to Minzhuang Road West Intersection (excluded) of the Fragrance Hill South Road;

5. From Xiangquan Roundabout (excluded) to Minzhuang Road (excluded) of Hanhe Road.

(III) The following roads are forbidden for passage of passenger vehicles with 9 seats or above (excluding buses):

1. Xiangshan Road – from Xiangquan Roundabout (excluded) to the intersection of Wofo Temple (excluded);

2. Xiangshan South Road – from the intersection of Wofo Temple (excluded) to Minzhuang Road West Intersection (excluded)

V. Badaling Expressway and Its Surrounding Roads

(I) From October 1 to October 8, 2009, trucks with load over 4 tons are forbidden to run between 7:00 and 19:00 everyday, from Kangzhuang Intersection of Xikang road to Chadaocheng (west to east), and from Beijing Municipal Boundary of Badaling Expressway to Yingchengzi (in the direction of entering Beijing).

(II) From October 1 to October 8, trucks with load over 4 tons are forbidden to run from Nanhuan Exit in Changping District of Badaling Expressway to Yingchengzi Toll Station (in the direction of exiting Beijing) between 7:00 and 12:00 everyday. Motor vehicles can make a detour through National Highway 110.

VI. As for the regions and roads under the said traffic management measures, the traffic management departments of public security organ will timely adjust the concrete management practices, or take diversion measures in accordance with the practical traffic conditions.
